Major Duties:

This position is located within the Network Services Directorate. The Security Specialist is responsible for:

· Developing NS wide plans, programs and procedures in the major functional areas of special security,

systems security, COMSEC, TEMPEST, and personnel security.

· Planning, directing and operating the comprehensive, NS-wide Sensitive Compartmented Information (SCI)

and Special Access Required (SAR) security programs.

· Ensuring that proposed security policies, plans and programs complement mission accomplishment, are

cost effective, and are systematically implemented.

· Originating guidance for application and implementation by NS headquarters and field activities worldwide.

· Developing projects, time lines and tasks, establishing teams composed of subject matter experts and

cross-utilizing team members when the need arises.

· Ensuring implementation of higher level management directives, tasking, suspense, etc., and performing

other managerial tasks and responsibilities.

· Providing expert advice and guidance on security policy interpretation and application; resolution of unique,

time-sensitive issues; and implementation of new techniques, requirements and systems.

Qualifications:

Time in Grade:

For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in

the Federal Service.

Specialized Experience:

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade or

pay band level within the federal service, which demonstrates the ability to perform the duties of the position, is

required.

For the GS-13, one year of specialized experience as a GS-12 in the Federal service, or comparable in difficulty and

responsibility to GS-12 if outside the Federal service, is required.

This esperience is defined as
experience comprehending concepts, theories, principles, and procedures associated

with the US Government National Security Program to include personnel security, physical security, industrial

security and SCI programs.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of

experience as it relates to how closely or to what extent an applicant's background, recency of experience,

education, and training are relevant to the duties and responsibilities of the announced position. Candidates must

clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully

perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe

how their experience meets the competencies within the body of the resume. No separate statements addressing

KSA's or competencies are required.

Competencies:

· Knowledge of security policies and processes.

· Ability to conduct studies and analysis.

· Ability to interpret and provide guidance regarding security policies.
